heart smart is a program based on a strategic plan to improve cardiac arrest survival in Fresno County by developing each link in the chain of survival.



The American Heart Association utilizes a Chain of Survival metaphor to depict the elements within a system of care concept for emergency cardiovascular care.


The chain of survival for Out-Of-Hospital Cardiac Arrest (OHCA) are:

  • 911 - Immediate recognition of cardiac arrest and activation of emergency response system
  • CPR - Early CPR with an emphasis on chest compressions
  • AED - Rapid defibrillation with an AED
  • Definitive Care - Multi-disciplinary post-cardiac arrest care
